Suspect Who Allegedly Beat Man with Chain Arrested
The incident began when the victim allegedly shouted an ethnic slur at the suspect.
Phosy Kongmanichanh, 29, was riding his scooter near 3550 58th Ave. N when 61-year-old James Federighi allegedly made ethnic remarks to him as he passed.
According to the Pinellas County Sheriff's Office, Kongmanichanh got off his scooter, pulled out a chain and began striking Federighi.
He continued striking Federighi even after he fell to the ground, deputies said. Kongmanichanh then left the scene and Federighi sustained serious injuries to his head, authorities said.
The incident occurred on Dec. 12, 2012 and Kongmanichanh was interviewed during the evening hours of Jan. 16 at the Sheriff's Administration building.
Kongmanichanh admitted to the crime. He was arrested for aggravated battery and transported to the Pinellas County Jail without further incident, a news release said.

Hello again, Patriot. I told you once you usually were someplace before I ever arrived...but I guess you are just special on how you view yourself. Anyway...looks like we agree on this one, unless I am wrong after you read my comment. I believe vigilante justice..but don't support it...if that make any sense. I'd have to say the man had it coming. Still, though...you do the crime...you do the time. The sad thing here is there was no way for the guy on the scooter to win. 1- We see what is going to happen to him based on the course he chose. He is going to lose and lose ''badly'' in court. He is going to probably do time over this. 2-If he had called the cops...this would have resulted in nothing done to the man because of no witnesses. 3-the man goes free, the scooter guy goes to jail. What justice is this?
One thing is for sure about the bigot, though. I bet he thinks twice in the future about yelling ethnic remarks at someone on a scooter...and he will not care much for chains or swings at the park any longer. He's lucky the guy did not beat him to death.
Racism is stirring up again....and some people wonder why we need to be able to arm ourselves with the guns we choose to do so with. I have lived during years where riots have taken place and also in places that had them. You can live right in the suburbs and they can be right there...the rioting honors no boundaries...and guns are handy to have at times like that.

Nobody deserves to get beat by chains... Not even a bigot. If I wish to call somebody a racist name, I have the freedom to do it in America without the fear of a physical retaliation. If you don't understand that, then you are far from being an informed American.

pinellas county sheriff's didn't do anything. The boy still has some good in him turning himself in... if murderers n rapist can be given a second chance so can he. I feel awful for the victim. No one should be beaten by a chain but I wasnt there to witness everything going down... what happened that day, Im sure has taught both of them a lesson.
