Why does it seem as if all of the world's misfits, eccentrics and scammers end up in the Sunshine State. Gary Mormino, professor emeritus of Florida History at the University of South Florida St. Petersburg, offers a whimsical but candid view of the challenges the state faces and what can be done to preserve the last vestiges of old Florida.
