How did Clearwater, Tampa, Pinellas and Hillsborough County get $14.6 million in federal funds to build a new pedestrian bridge across the Courtney Campbell, but St. Petersburg, Tampa, Pinellas and Hillsborough cannot get federal funds for the Friendship Trail on Gandy??
