"A proposal to cancel pay raises for City Council members was buried Thursday, virtually assuring the council a modest increase in their checks.
"The suggestion to spike the pay raise came from council member Bill Foster, who said he was just trying to make a point after the council tinkered with the budgets for other city programs.

"(A)s Foster was explaining his intentions, council member Kathleen Ford motioned to table his wage-freeze plan. Flowers seconded it.
