New News, the ongoing homeless man saga! Mayor Foster up to his old tricks again???

Mayor Foster does it surprise you at all, there are other neighbors that see it the way we do, are you surprised?

Our neighborhood has unnecessarily, to our and other neighbors distress, been forced repeatedly to live with unsafe, unsanitary, etc... Conditions the homeless man creates.

You Mayor Foster have only recently opened a codes case on the homeless man citing "Illegal Units" why is that so? You've had case after case closed in regards to the homeless man living in a hovel illegally in an alley in our neighborhood. Is it because you need an answer when a Citizen ask? Is it going to be "I'm working on that Codes in aware and dealing with the matter"? Is it going to be once you're re-elected, you'll have the case closed? Just like you've had codes do with all the other code violations a Citizen has complained about in reference to the homeless man.

You've used your powers abusively, you've used your powers to intimidate, you've used your powers to discriminate in the name of discretion. As you can tell you've not shut us up yet in regards to the homeless man or the drug deal Congressman Rouson made in our neighborhood and the fact you personally had it covered up. to funny Congressman Rouson is supporting your opponent. You'd think once you covered up a drug deal Congressman Rouson did he'd support you. You covered his and you thought when it came time Congressman Rouson would cover yours. NOT! Again to funny!

Someone on the Patch website, said we should be held liable for saying such things, however the evidence speaks it self....

It is public record what you're doing in regards to the Codes Case "Illegal Units" at 1742 Burlington Ave N. and the Citizens of this neighborhood are asking what are you doing in regards to the homeless man and what do you intend on doing?

The owner of 1742 Burlington Ave N. Mr. William Bechtel said in an article in the St. Pete Times a couple of years ago that if anyone was going to move his homeless man living like a dog in his back yard in the alley would come up against a "Tire Iron" please be careful, watch out for that guy.

See you've let Mr. Bechtel get away with it for so long now, while persecuting us. I'm sure Mr. Bechtel and the homeless man will not understand why now you've decided to deal with it. Whatever the City does don't let Jose the codes guy steal a sign from the homeless man like Jose did to us. Stealing our Security Surveillance sign out back was stupid...

We wouldn't want the City to do anything stupid, would we? Like "Lets Define Living" have your wonderful City Attorney's Mr. Winn and Mr. Wolfe finally after three years defined living? What a waste of an education, their parents would be horrified to know what they've done to the Citizens of the City of St. Pete in the name of a homeless man that use an alley as his bathroom and a Congressman who did a drug deal and got away with it.

Again we are asking as a neighborhood, what are you doing, the re-inspection date has moved time and time again. Is the re-inspection date going to keep getting postponed till after the election is over? Of course, we'll need to make record of this in case we need it sometime in the future.

We as a neighborhood couldn't be happier, however lets just see if the
homeless man is dealt with once and for all.

Hi Don,

Yes, in fact we keep an eye on the codes cases the City enforces and the
ones they choose not to enforce in our neighborhood. We understand your
confusion Don, after 5 years of the City and the City attorneys ignoring us
and our pleas for help, why now are they willing to deal with the homeless
man C.J. Bradshaw? Good question Don, we have the same questions and
confusion as you do.

We as a neighborhood have been dealing with this for over 5 years now.

What we've uncovered as neighbors together is the City of St. Petersburg use
discretion as a way to enact discrimination; against anyone the City and
it's official see fit to bully. After 5 years of the City, covering it up,
opening codes case after codes case then closing them saying nothing found
at 1742 Burlington Ave N. no homeless man living there. Out right lies, out
right falsification of reports, falsified documents and more.

A massive cover up has gone on within the City of St. Petersburg. The Codes
Department which is headed by Gary Bush, has been a big part of this ongoing
cover up. Mr. Bush has followed orders regarding the homeless man living in
an alley in our neighborhood. Mayor Foster, and City Attorney's Mark Winn
and John Wolfe have been calling all the shots on this one, so lets ask in
this e-mail have the City Attorney's Mark Winn and John Wolfe finally
"defined living"? Mr. Wolfe our very own City Attorney used this very excuse
when we went to City Council and spoke out about this issue. Since that very
day three years ago nothing has been done about the homeless man living
illegally in an alley in our neighborhood.

We talked with other neighbors, and have sent this e-mail to others.
The neighbors we spoke with had these ideas and possible reasons why Mayor
Foster, and the City Attorneys Mark Winn and John Wolfe have decided to
address the homeless man allowed to live in a hovel in an alley in our
neighborhood for over 5 years... The smell of urine is over whelming.
after 5 years of a man urinating in it, disgusting! Let us not forget the
other homeless men that visit our very own homeless man Mr. C.J. Bradshaw.
They also urinate in the alley. Mr. Orgeron and my self have clean up urine,
fecal matter, and other disgusting things left in the alley by the homeless
men that visit our very own homeless man C.J. Bradshaw...

We collectively as a neighborhood have come up with some thoughts, questions
and reason why the City as a whole is going to start dealing with this very
unsavory, very unsafe, and very unsanitary situation or will Mayor Foster
after being re-elect, close this codes case too?


1. Mayor Foster has requested the codes department to opened a case at 1742
Burlington Ave N. "Illegal Unit" so he can save face with any Citizen asking
him about it, we're dealing with it Mayor Foster will say.

2. If so, why is there over 6 Codes Cases for 1742 Burlington Ave N.
"Illegal Units" been closed over the last two years, nothing has changed...
The homeless man has continue to live in his hovel and pee in our alley.

3. If Mayor Foster is re-elected {oh, we pray not}, he'll quickly close the
codes case "Illegal Units" for 1742 Burlington Ave N...Why would he do
anything different then he has been doing. Oh, Mayor Foster wants to be
re-elected.

4. Now is everyone seeing this clearly?

5. It's all about being re-elected, say it ain't so Bill?

6. Is it because a well known Real-estate firm is now putting money into
1750 Burlington Ave N. the old Watkins two story white drug hole of a home?
The Homeless man C.J. is practically in that homes back yard also.
Does this mean Mayor Foster will do it for them and not for us?

7. 14th Amendment say's Fair and Equal, does this sound fair and equal to
any of you?

8. Is Mayor Foster a bully? Like some call him? Is Mayor Foster Vindictive?

9. We have 7 no parking signs on our end of 2nd Ave N. while the apartments
next door have no parking signs and no rules are enforced on them next door.
Think Mayor Foster felt like bulling us? Seems so with 7 no parking signs
and none next door. Seems like it, next door can park anywhere and any way
they please and the City ignores it, we've been threatened with parking
tickets, Mayor Foster sent 11 City Officials then 7 City Officials to
intimidate us, yes all over parking on 2nd Ave N. a dead end three point
turn. We've been dealing with a commercial vehicle double parked on this
portion of 2nd Ave N. and the City and it's official ignore it and allow our
exit to be blocked. Retaliation because we spoke out with other neighbors
about this, yes, Mayor Foster has come after us time and time again.

10. Now is everyone seeing this more clearly? We hope we've covered most of
it.

11. We'd bet the farm that as soon as Mayor Foster is re-elected the Codes
Case "Illegal Units" will close shortly there after.

12. Please ask and we'll give you a personal tour of the homeless man in his
hovel, you may see other homeless with him, you may see drunkenness, you may
hear foul language, you may see something you'd rather not have seen, you
may have stepped in something say "Human Waste" Ugggggg! Many neighbors have
asked and we've obliged them.

Lucky 13 next!

13. Could it be we've got a big mouth and won't quit talking about the
City's cover up of the homeless man and Congressman Rouson's drug deal right
here in our very neighborhood?

14. Could it be we've made it our mission to tell everyone we run into and
offer up evidence to back up or accusations? of both Congress Man Rouson's
drug deal and the homeless man living illegally in our neighborhood?

15. Could it be we've been sending the attached flyer to all those who
support Mayor Foster by putting a election sign in their yard or property?

Please feel free to comment or ask for a personal tour, well oblige anyone
who ask to visit or see our evidence.

P.S. Notice we have 15 and the homeless man C.J. Bradshaw at one point was
violating over 15 codes, statues or ordinances. Amazing huh?

I noticed that there has been a case opened by the city at the Bechtel
property that CJ is living just off the alley at. Do you have any details?
Is the city finally addressing this dangerous and unsanitary situation that
has been basically ignored for years?
