Howard is a professor of secondary education at the University of South Florida and has called Temple Terrace home for more than 22 years. He and his wife, Lucinda, are active in environmental, human rights, and animal protection causes, and are strong advocates for preserving Temple Terrace's unique environmental heritage while promoting responsible, sustainable development for the city's future. A native of New York, Howard earned his Ph. D. at the University of Wyoming. In his 40 year career in education, Howard has worked with schools and universities in New York, Wyoming, Ohio and Florida. He has authored seven books and nearly 200 other publications on education, and has been a consultant to schools and education agencies in all 50 states, 7 Canadian provinces, and a dozen nations in Europe, Latin America, Asia, the South Pacific and the Caribbean.
